What it covers

  1. · Finances up to 20% of the property’s value, with a maximum of €50,000.
  2. · Has a 0% interest rate.
  3. · The principal is not repaid until the mortgage is fully paid (with a maximum grace period of up to 30 years, as stated by the Government).

  1. Processed through the ICF (Catalan Institute of Finance), via its website/client portal.
  2. If the ICF approves, the mortgage is formalized with an affiliated financial institution (the Government published a list of participating institutions at the program launch).

At the national level, there is the ICO guarantee line for first home purchase, aimed at young people and families with children. In practice, it is a guarantee that allows the bank to finance a percentage that would otherwise be required as a down payment.

  1. · Generally, the ICO allows up to 20% of the loan amount to be guaranteed.
  2. · If the property has an energy rating of D or higher, the ICO allows up to 25% guarantee.

Main requirements and conditions

  1. · Maximum guarantee duration: 10 years from the operation’s formalization, according to ICO.
  2. · Deadline to formalize loans under this line: December 31, 2025 (with possible extension linked to the agreement by ICO).

  1. · Managed through the financial institution where you apply for the mortgage (ICO coordinates the line with banks).
  2. · The bank reviews the requirements and the suitability of the operation with the guarantee.

Reduced 5% ITP rate for young buyers in Catalonia: lower taxes when buying a primary residence

Reduced rates in rural municipalities: primary residence purchase with ITP of 4%, 3% and renovation cases

The ATC also includes reduced rates linked to primary residences in rural municipalities, as well as purchase cases for renovation with reduced rates and specific requirements.

  1. · Reduced rate of 4% for acquiring a property in a rural municipality that will be the primary residence (TMR rate).
  2. · If it is a rural municipality of special attention, the ATC indicates 3% (TEA rate).
  3. · For acquiring a property in a rural municipality for renovation as a primary residence: 4% (TRR) or 3% (TRA) if it is of special attention, with specific conditions.
